Los Angeles residents and experts say that the National Guard's presence in Los Angeles in response to immigration protests is reminiscent of a long-standing dynamic in the state and around the country.

The lawsuit seeks to set aside the president’s order calling up troops in response to protests that spread over the weekend.

The move comes after 700 Marines were ordered to deploy to Los Angeles, where National Guard troops already are.
